Second week on the row I am not in the participants list.

Did you took part of "rivalry - arena battle" challenge ?  (selection stage battle)
top 10 of each those servers have to fight at arena for points ranking, after that you will get listed into 32/1 list. If you are in the top 10 arena, but wont participate, you arent included into season fight.

Last week it did not let me in. All the time, when I was pushing the button, I had answer that event did not started yet. And it was active

You need to change your PC clock same as server time, its known issue for them.. 
and then it will let you in. - same with other events..

Hi, please try to change your computer's timezone to UTC+1:00 in order to join the Landlord event. Our development team deals with this issue currently.
